For IT return purposes, they can.

Since they will be getting HRA Allowance only for the months they work in new company. They will not be able to claim HRA exemption for previous months. Most of the companies will not agree for this.

Employee can claim this benefit while filing their individual IT returns.

You cannot share the rent receipts with your current employer if you already have shared them with your previous employer. You need to provide your F&F slip along with the tax sheet of your previous employer so that the same could be added to the current employer tax calculations.
