Yes, you can open the PST file without having to install Microsoft Outlook because there are many independent PST viewer tools available that you can use. When I needed to view a PST file, I used an application known as GainTools Free PST Viewer. It opened the emails, contacts, calendars, and attachments without modifying the original PST file. The PST viewer does not make any changes to the PST file itself.
