For startup companies with 25 employees have any options to create the Gratuity account other than the Trust account.

You can either create a provision based on internal computation accruing the liability to date or on an actuarial valuation

Most insurance companies (not banks) will set up a Gratuity Fund.

Gratuity Act is a Central Legislation and does not depend on state policy.
