For Govt Employees - Leave encashment is calculated with the following formula. [(Basic Salary + Dearness Allowance) / 30] * No of EL. Same can be followed by Private sector too.
Notice period is based on your company policy. This can be either on Gross or Basic. Same has to be mentioned in the Termination Clause of Terms of Employment which Employee signs during joining.
