If an employee who has worked for 8years and wants to quit and do own business, can he claim all the pf amount as soon as he quits? What are the rules for withdrawal any dependency on work tenure ?

Yes, he can withdraw. Post 2 months of non working any employee can withdraw full amount.

Yes, he can withdraw all the PF amount but he will have to wait for 60 days due to non employment. This is the general waiting period to withdraw PF amount. This is applicable to all PF members.
Post attending 9.5 years of employment PF members cannot withdraw pension amount , rest they can withdraw.
