Hi,

Are exit interviews required to be completed and mandatory?

No. Exit interviews are not governed by legislation but employment contract (probably).

There are many checklist items to be cleared to get clearance but not observed exit interview as one among. However it is up to the management. It is better to keep Exit Interview as voluntary as otherwise the organization can not rely on the information shared.
