As per my knowledge no- only if it is with the consent of the employee and stating the purpose clearly. The consent of the person is mandatory, else it will be infringement to privacy. HR should be careful that it is not misused. Not sure on the requirement for recording though, when a form can be filled in. In addition, usually during exit interviews, not all responses are completely accurate/true. With recording, employees may be even more skeptical to share details.
