I would like to seek clarification regarding ESI (Employees’ State Insurance) and PF (Provident Fund) registration requirements for our newly established organization in Punjab.
We currently have 6 employees, who will be confirmed by the end of this month. At present, they are receiving a training stipend of ₹17,000 per month (in-hand). Once they are confirmed, we plan to enroll them under PF and ESI.
Kindly confirm:

Whether ESI registration is mandatory for an establishment in Punjab with less than 10 employees, or only after we reach the threshold of 10 or more employees.

Whether there is any official document or government notification that clearly states this threshold for Punjab, which we can refer to for compliance purposes.
