There will no issues if you don’t issue Form 16 for them, but it will be a good practice if you issue Form 16 for No tax deducted employees too.

Employees whose annual salary is less than 2,50,000/- no need to issue Form 16.
And for the employees whose salary is greater than 2,50,000/- and TDS not deducted because of available deduction, it is advisable to issue Form 16 for them, even though TDS is not deducted.

As I mentioned above in my post, you can always skip for issuing Form 16 for no tax deducted category but it will a healthy practice if you issue Form 16 for all.
