Hi,

When there is no TDS deduction, Is employer required to issue Form 16?

If the employee is coming under tax bracket then it is suggestable to issue the Form 16 even if there is not TDS deduction.

As a practice many of the employers issue Form 16 irrespective of their salary and TDS deduction.
Form 16 can be used a valid proof of Income for employees and it will help them in getting loans and other financial aids faster.
