What is the process if employee did not joined back after maternity leave?

The HR may complete one round of formal communication exercises - phone, email etc. and if no response, send a letter to employee asking to report for work with immediate effect via registered post.
If not seeing any postive development, take necessary directions from your legal advisor and seek possibilities in initiating disciplinary proceedings.
