Can an employer sue an employee for fraud after their resignation and full and final settlement?

Usually companies wont go behind ex-employees , again it depend on the extend of the discrepancy or fraud.

However an employer can if there was a written agreement in Appointment Letter, NDA Agreement between employee & employer. Without a written agreement court take it as a contract on will or honor. That can be terminated by either party on will. So if there is a contract the an employee can sue otherwise it remains invalid.
