Can employer be able to update the EPF nomination details on behalf?

There is no such limitation as such, as of now.

Regarding to employer updating the nomination - No! Not advisable though. But you can collect manually such information from employees and do this on-behalf of them in places where UAN activation or access to system by employees are not possible.
