Earned leave to be a part of salary

Sir, I work in an IT firm, here earned leaves are part of the CTC, 5 Hospitality Leaves and no CL, So my question is Can earned leaves be a part of CTC, Please guide.

During my early stage of career I was in recruitment but for last 6 years i am in Payroll and I have never seen this before that any leave, whether they are encashable or not, is a part of CTC at all.
In my last company, EL was encashable after separation of an employee but it was not the part of CTC.

So, as per my experience and knowledge EL should not be a part of CTC.
