Mobile Handset Reimbursement

Any suggestions on Mobile Handset cost reimbursement policy for the employees?

Hi,
There should be cap on the amount of reimbursement or type of mobile handset.
Reimbursement can be on the basis of designation or level of employee or it can be equal amount to all the employees.
There should be a time frame, the employee to continue in the employment after taking the benefit, otherwise the cost to be recovered, 100%, 75% or 50% likewise.
