Telangana sick and casual leaves under the S&E Act

Hi everyone!
The Telangana S&E Act states that an employee is entitled to leave with wages for a period not exceeding 12 days in case of sickness or in case of casual leaves.
Construing the term ‘not exceeding 12 days’ is it legally permissible for a company to have less than 12 days of sick/ casual leave?
