UAN seeding with Insured Person number in ESIC

As per ESI rules, seeding UAN has been made mandatory, while seeding UAN in ESI with a IP number I received an error stating that UAN is already seeded with another IP number.

When enquired with the IP, the outcome was unfruitful.

Need the help of the community to understand how to solve this problem.
