What are the actions that can be taken on employee non submission of required joining documents?

I would like to hear all the options and rules to be followed.

Completion of joining formalities is mandatory and submitting documents on time is important.
A warning letter can be sent to the employee mentioning it would be a willful negligence from their end and it will end up on necessary action if not completed at the earliest. Also, seeking reasons why there is a delay in submission.
