Can an absconded employee claim his PF without contacting the worked company?
A related question in such a case, will the previous company find out new company details (assuming the employer has requested new company to attest transfer)?

Yes they can. Employer can’t stop PF withdrawal since it is statutory payment.
If he wants to transfer his PF , he can get the new employer to certify. If he wants to withdraw he will need to get approval from the old employer.

An absconded employee is entitled to claim his/her PF irrespective of the employer’s attestation on such claim form.
In a situation where an employer refuses to attest the claim form, being this a statutory benefit -
It is the duty of the employer to attest the application form. In case of any dispute, the member may attain attestation preferably from the bank in which he has maintained his account and thereafter submit the same to Regional PF Commissioner, explaining the reasons for not obtaining the signature of the employer. The Regional P.F. Commissioner will pursue the matter with the employer wherever necessary. If the member has activated his Universal Account Number and linked his bank account and Aadhaar then he can submit composite claim (Aadhaar) which only requires the signature of the member.
