EPFO Transfer request rejected due to wages more than 15k

I tried multiple times to transfer my EPF Service details from company 1 to company 2, but getting rejected due to wages more than 15 K and father name differs.
But

  1. My first service started in 2008, while the above rule was effective from 2014.
  2. My father name is same in both Services 1 and 2.
Kindly guide how to transfer my service details. I have already tried raising the grievance but it was asking to submit the annexture K. Though it is difficult to recieve the Annexture K from the first company.

Hi @pradeep.kumar ,

The wage threshold of ₹15,000/month applies to EPS (Pension) eligibility post-01-09-2014. Since your employment began in 2008, the ₹15,000 wage cap should not be a bar to service transfer, as your EPS membership predates the rule change.

However, if you joined Company 2 after 01.09.2014 with salary above ₹15,000/month and without prior EPS membership being recognized, the system may incorrectly treat you as not eligible for pension, hence blocking EPS service transfer.

Regarding the Rejection Reason — Father’s Name Mismatch

You confirmed the name is same in both records. If the UANs still show a mismatch, it may be due to Typographical errors or Abbreviations used in one and full name in another or System not syncing updated KYC data

Here are some recommended steps to resolve

Step 1 ----- Verify UAN Details

Login to https://unifiedportal-mem.epfindia.gov.in/memberinterface/ and check:

  • UAN 1 (from Company 1)
  • UAN 2 (from Company 2)
  • Confirm name, DOB, father’s name, and wage details on both.

If both UANs are active, merge them using the EPFO portal or with help of Company 2’s HR team.

Step 2 ----- Apply Offline Using Form 13 with Employer Attestation

Since the online process fails, use physical Form 13 for transfer:

  • Download: Form 13 - Revised
  • Fill Part A (your details)
  • Fill Part B (previous employer’s PF details)
  • Submit to current employer (Company 2) for attestation and forwarding to EPFO

Step 3 ----- Request EPFO to Pull Annexure K Themselves

In your grievance, explicitly mention:

“Previous employer is not responding with Annexure K despite multiple follow-ups. Kindly arrange to pull Annexure K from your end as per para 3.6.3 of the EPFO Field Office Manual (2021).”

Re-raise grievance at: https://epfigms.gov.in/

  • Select issue: “PF Transfer” → “Annexure K not received”
  • Mention both UANs, employment period, and request inter-office coordination.

Attach:

  • Form 13 (if submitted)
  • Screenshots or rejection letters
  • Identity proof (optional, to speed up verification)

Step 4 ----- Visit the EPFO Office

If the digital route fails, visit your jurisdictional EPFO with:

  • UAN numbers
  • Form 13 copy
  • Previous & current employer details
  • Screenshot of grievance and rejection note
  • Identity proof

Request the Dealing Assistant to:

  • Verify father’s name (may require Aadhaar)
  • Initiate transfer manually or pull Annexure K

To avoid delay

  • Ensure Aadhaar is linked and verified on UAN.
  • Keep a written record (email or letter) showing that Company 1 is not cooperating. This helps EPFO justify pulling Annexure K.
  • If the transfer is partially successful (only PF moved, not EPS), mention that clearly.

If you still face issues, you can write to:

Regional PF Commissioner
EPFO Regional Office (your jurisdiction)
Attach all supporting docs, including grievance ID.

You may also email ro.[region]@epfindia.gov.in or try cpgrams complaint under Labour Ministry.

Hope this helps.

When your EPFO transfer request gets rejected with a reason like “wages > 15 000”, it means the system flagged you as not eligible for EPS (pension) due to wages above ₹15,000, yet EPS contributions were made, causing a mismatch.

Why it happens

EPS rule since Sep 1, 2014: If your basic + DA > ₹15,000/month, you’re not eligible for EPS unless you opted in explicitly per para 26(6)
As an algorithmic check, EPFO won’t allow EPS service credit if your post‑2014 wages exceeded this cap unless there’s proper documentation supporting eligibility.

Step-by-step fix plan

  1. Get your employer(s) to file Form 3A correction

Employers need to submit a rectification under Form 3A, stating:

“EPS contribution was a mistake” (due to > ₹15 000 wages).
This revision updates EPF records and clears eligible/ineligible status

This can be lengthy—typically 12–18 months across jurisdictions .

  1. Submit a Clarification Letter / Annexure K + evidence*

From employer(s), obtain:

  • A clear clarification letter stating:

    • You weren’t eligible for EPS, but contributions were made.
  • Optionally include salary slips or auditor confirmations.

  • EPFO community examples include an

  1. Use offline Form 13 if online fails

Fill Form 13 (Revised) for PF transfer via current employer.
Attach printed Form 13 with Annexure K and salary evidence.
Submit to the local EPFO office—this method avoids online blockages.

  1. Raise grievance on EPF grievance portal

Choose “PF Transfer” → “Annexure K not received”.
State that the previous employer is unresponsive.
Request EPFO to pull Annexure K directly per internal policy .

  1. Follow up persistently

According to users, such cases can drag from months to 1–1.5 years
Many have found success with local visits, RTI applications, or EPFO escalation

Why offline sometimes works better

Online systems often block transfers preemptively due to data mismatch.
EPFO staff can manually assess documents and override the block when errors are proved.

Bottom line

To get your EPF service transferred cleanly:

  1. Employer files Form 3A to correct EPS status.
  2. Clarification letter/Annexure K included.
  3. Use offline Form 13 submission, or lodge a strong grievance.
  4. Be prepared for significant delays—stay proactive with follow‑ups.

Hi Virendra,

Based on your image and description, your EPFO transfer request was rejected for two reasons:

Rejection Reasons: 1) Wages more than ₹15,000: You are required to provide: a) A letter from your previous employer confirming your wages. b) A revised Form 3A from your employer (showing PF and EPS contributions).c) This is needed to merge the EPS account, especially if you were above the EPS threshold of ₹15,000 at the time.

Father’s Name Mismatch (now corrected):
You’ve mentioned this is already resolved—great! That’s one less thing to worry about.

Issue You Face: While you were working as a lecturer, your salary was ₹12,000 (i.e., under the EPS limit), but: You were not issued any offer letter or salary slip. You now work in an MNC, and when initiating an EPF online transfer, it failed due to the reasons above.

Suggested Resolution Steps:

1. Wages Proof / Form 3A – Previous Employer

Since your previous employer did not issue documents, try the following:

  • Write a formal letter to the university/institute (HR or Accounts) requesting:
    • Employment confirmation
    • Salary drawn
    • PF contributions
    • EPS contributions (if any)
  • Specifically request a signed & stamped Form 3A for the period of employment.
    • This form shows month-wise details of PF contributions—critical for transfer.

If they refuse or do not respond:

  • Submit a self-declaration affidavit (on ₹100 stamp paper), including:
    • Tenure of employment
    • Approximate salary details
    • Reason for unavailability of proof
  • Attach it along with your Form 13 (Transfer Request) when filing manually.

2. Manual Transfer through EPFO Office

Since online transfer is failing:

  • Visit your regional EPFO office.
  • Carry:
    • Your UAN
    • ID proof (Aadhaar, PAN)
    • Current employer’s PF statement
    • Any available proof of old employment (ID card, bank statement showing salary credit)
    • A letter explaining why documents aren’t available
  • Ask for manual Form 13 submission or assisted claim processing.

3. Alternative: Grievance Portal (if no response)

Raise a complaint at: EPFO Grievance Portal

  • Select “Grievance related to: Transfer of PF”
  • Upload supporting documents and explanation
  • Mention that employer is unresponsive and request EPFO to process manually

Optional Supporting Documents:

  • Bank passbook showing salary credits from the university
  • College ID or Appointment letter (if available)
  • Affidavit of employment, as noted above

Once Your Issue Is Fixed i.e. After the EPS merge and father’s name correction are complete ----- Reinitiate Form-13 online via your current employer’s portal (Unified Member Portal). Ensure KYC is updated and Aadhaar linked.
